Quality: Exotic
Obtained: This cloak can be obtained from a special New Monarchy quest which is unlocked when your character reaches level 25 with that faction.
Primary Perks:
Vanquisher: Increases New Monarchy reputation gains, and adds a New Monarchy effect on spawn.
The Life Exotic: This piece of exotic armor can be equipped at the same time as other exotic armor.
Infuse: Consume a more powerful piece of armor to boost the defense of this armor.
Twist Fate: Changes the stats and upgrades on this armor.
